Juliet lost 13 members of her family in the attack.<\/strong><\/p>\n<p><b><span style=\"font-size: 20px;\">Sign our petition to stop UK foreign aid to Pakistan <\/span><a href=\"https:\/\/www.gopetition.com\/petitions\/stop-foreign-aid-to-pakistan.html\" style=\"font-size: 20px;\">(here)<\/a><\/b><\/p>\n<p>The British Pakistani Christian Association (BPCA) this week submitted a report (authored by Desmond Fernandes)<a href=\"file:\/\/\/C:\/Users\/joelkyari\/Downloads\/Wilson%2028sept19pressrelease%20(1).docx#_edn1\"><span><span><span>[i]<\/span><\/span><\/span><\/a>    to the International Development Committee\u2019s parliamentary inquiry into the effectiveness and coherence of the UK <em>Department for International Development\u2019s<\/em>    (DFID\u2019s) aid programme for Pakistan.<\/p>\n<p> BPCA shared a number of its key concerns relating to DFID\u2019s stated position that it has no idea how much of its aid reaches destitute, desperate and<br \/>\n    persecuted religious or ethnic minority Christians, Hindus, Ahmadis and Kalash in Pakistan. It asked the Inquiry team to reflect upon the following<br \/>\n    key concerns that have also been raised in parliament by Baroness Cox, Lord Harries of Pentregarth and Lord Hogan-Howe:<\/p>\n<p> \u25cf Baroness Cox: Horrific \u201ctestimonies are indicative of the wider context of Pakistan\u2019s serious violations of human rights, yet our abject refusal<br \/>\n    to insist that minorities are prioritised\u201d in our aid programmes \u201conly reinforces Pakistan\u2019s culture of impunity because it gives the impression that<br \/>\n    the UK does not care when victims are subjected to unspeakable violence. Where is British aid money being spent? Will Her Majesty\u2019s Government specifically<br \/>\n    [get down to] tackl[ing] the plight of minorities? That includes support for adherents of different religious faiths who suffer at the hands of extremists,<br \/>\n    including Shia and Ahmadi Muslims, Sikhs, Hindus and Buddhists as well as Christians\u201d.<a href=\"file:\/\/\/C:\/Users\/joelkyari\/Downloads\/Wilson%2028sept19pressrelease%20(1).docx#_edn2\"><sup><sup><span>[ii]<\/span><\/sup><\/sup><\/a><\/p>\n<p> \u25cf Lord Harries of Pentregarth: \u201cI am afraid it is all too easy for the elites, whether in Pakistan or this country, to live in an environment divorced<br \/>\n    from the reality of life for so many. The fact is that the blasphemy law in Pakistan is blighting the lives of countless people, causing apprehension,<br \/>\n    anxiety and in some cases imprisonment and death &hellip; We know that the blasphemy law is being used to settle grievances and vendettas in villages<br \/>\n    &#8230; I hope that the Minister will take from this debate a clear message that aid needs to be directed towards minorities\u201d.<a href=\"file:\/\/\/C:\/Users\/joelkyari\/Downloads\/Wilson%2028sept19pressrelease%20(1).docx#_edn3\"><sup><sup><span>[iii]<\/span><\/sup><\/sup><\/a><\/p>\n<p> \u25cf Lord Hogan-Howe: \u201cThe UK\u2019s anti-trafficking programme is well established in Pakistan, but if it remains blind to religion it will be less effective<br \/>\n    as a result. I serve as a trustee of an anti-human trafficking charity, the Arise Foundation. It summarised the problem, that \u2018prevention work is most<br \/>\n    effective when it addresses why people are at-risk. If our aid programmes remain blind to the fact that the faith of these girls is putting them at<br \/>\n    risk, how can they possibly be effective?\u2019 &#8230; What steps are being taken to incorporate religion as an indicator of vulnerability in [DFID\u2019s aid projects<br \/>\n    in] Pakistan?\u201d<a href=\"file:\/\/\/C:\/Users\/joelkyari\/Downloads\/Wilson%2028sept19pressrelease%20(1).docx#_edn4\"><sup><sup><span>[iv]<\/span><\/sup><\/sup><\/a><\/p>\n<p> BPCA also drew attention to the way in which many DFID educational aid-linked projects in Pakistan have not been designed or implemented in a transparent<br \/>\n    or publicly accountable manner. Many DFID projects also fail to effectively:<\/p>\n<p> a)&nbsp;assist many of the poorest, most marginalised and most vulnerable people\/communities in Pakistan.<\/p>\n<p> b)&nbsp;provide \u2018value for money\u2019.<\/p>\n<p> c)&nbsp;help Pakistan to get closer towards realising a number of Sustainable Development Goals (SDG\u2019s).<\/p>\n<p> In its submission, BPCA additionally shared Lord Alton\u2019s concern<strong> &#8211;<\/strong> expressed in a recent July 2019 House of Lords debate<br \/>\n    <br \/><strong>&#8211;<\/strong> that DFID:<\/p>\n<p> a)&nbsp;currently fails to tie (or consider tying) aid provision in Pakistan to the provision of an affirmative action programme, endorsed by Pakistan\u2019s<br \/>\n    very constitution.<\/p>\n<p> b)&nbsp;has failed, despite the human rights crisis in Pakistan, to adopt recommendations made to it in a 2016 All-Party Parliamentary Group for International<br \/>\n    Freedom of Religion or Belief Inquiry report \u201cto ensure that overseas aid is provided in Pakistan only to recipients able to demonstrate their commitment<br \/>\n    to upholding Pakistan\u2019s international human rights obligations, not least Article 18 of the 1948 Universal Declaration of Human Rights, which guarantees<br \/>\n    the right to believe, not to believe, or to change your belief\u201d.<\/p>\n<p> c)&nbsp;fails to insist upon the removal of hate material from school textbooks even though this is a pressing and urgent human rights and security<br \/>\n    problem (note that this failure to<br \/>\n    <br \/>insist upon the removal of hate material from school textbooks even relates to DFID\u2019s own massively funded and linked schooling programmes in Pakistan).<\/p>\n<p> d)&nbsp;could not make aid conditional on the removal of discriminatory adverts reserving menial jobs for minorities such as Christians, Hindus and<br \/>\n    \u2018Others\u2019.<\/p>\n<p> We also asked the Inquiry team to consider why DFID doesn\u2019t consider it to be \u2018best practice\u2019 to ban in its education-funded schools and linked schooling<br \/>\n    projects in Pakistan all the following discriminatory actions that are known to take place in schools against Christians and other targeted minority<br \/>\n    religious groups:<\/p>\n<p> -violence and death threats<\/p>\n<p> -being abducted and raped, and possibly being forced into below legal-age marriages<\/p>\n<p> -being forcibly converted<\/p>\n<p> -being unfairly expelled from school due to discriminatory grounds linked to their religious orientation<\/p>\n<p> -being accused of blasphemy (which can invite criminalisation and murderous mob violence to the targeted student and his\/her family and religious<br \/>\n    community in which he\/she lives)<\/p>\n<p> -being segregated in apartheid-like conditions (e.g. being seated separately whilst teaching in classrooms or whilst eating during lunch-times; not<br \/>\n    being allowed to use washrooms\/toilets\/the safe drinking water facilities in schools lest they \u2018pollute\u2019 them for Muslim students).<\/p>\n<p>BPCA also suggested to the inquiry team that DFID can assist Pakistan with improved Sustainable Development Goal outcomes in its educational and other<br \/>\n    aid projects should it \u201clook at\u201d and \u201cpay heed\u201d to the research findings of Professor Brian Grim and adopt operational programme guidelines that insist<br \/>\n    that \u201cminorities are respected and religious freedom upheld\u201d: \u201cThe work of Professor Brian Grim on 173 countries &hellip; found that where minorities<br \/>\n    are respected and religious freedom upheld, that \u2018contributes to better economic and business outcomes\u2019 and to \u2018successful and sustainable enterprises<br \/>\n    that benefit societies and individuals\u2019\u201d.<a href=\"file:\/\/\/C:\/Users\/joelkyari\/Downloads\/Wilson%2028sept19pressrelease%20(1).docx#_edn5\"><sup><sup><span>[v]<\/span><\/sup><\/sup><\/a><\/p>\n<p> We also made reference to key reports<br \/>\n    <br \/>that document the manner in which publicly unaccountable decision-making has led to DFID promoting major educational aid initiatives that have problematically<br \/>\n    shaped Pakistan\u2019s national and provincial development and educational strategies in linguistically genocidal and other detrimental ways that do not<br \/>\n    enhance its capacity to move towards attaining several key Sustainable Development Goals.
